Notice of intent to make a determination

Wunnumin Lake First Nation Teacherages Project – Public Comments Invited

June 26, 2020 – Indigenous Services Canada must determine whether the proposed Wunnumin Lake First Nation Teacherages Project, located in Wunnumin Lake is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

The Proposed Project

The Wunnumin Lake First Nation Teacherage project will include the construction of two new Teacherage Duplexes and renovation of the existing Teacherages. The Duplex Construction includes construction of two 149 m2 woodframe buildings with PWF crawlspace foundation with wood/electric heat. The units will be located on undeveloped lots; however, the lots have been identified as part of WLFN subdivision design. Servicing will include extension of the hydro lines, water servicing from the Duplexes to the lot line (for connection to existing watermain), appropriately designed and sized septic fields and driveways will connect to an existing road access.

The lots for the new units have been identified in a completed subdivision design. There is an existing roadway that borders the lots. The hydro line will be extended to reach the units. Each Duplex will have a septic field. The project will include waterline installation from the units to the watermain that is planned for installation under the school project in 2020. Driveways will be constructed for each duplex.

Activities planned for this project include; construction of two Teacherage Duplexes (including servicing: hydro, water, septic), and renovation of the existing Teacherages. 

The activities associated with Teacherage construction includes: clearing/grubbing, construction of foundation, building construction, installation of septic fields, connection of water main and hydro services.  The majority of these activities will take place on the building lot itself and some materials will be hauled to/from the site (e.g. building materials gravel, waste disposal, etc).

Construction waste will be generated from both the construction of the new duplexes and renovations. the waste will primarily be non-hazardous dry construction waste that will be disposed of properly at the local landfill site in the designated area. Hazardous waste (if any) will be segregated for storage and eventual removal from the community for disposal at a licensed facility to accept such waste.
