Fraser Grain Terminal - Grain Export Facility - Project Permit No. 15-041-04 - Amendment (Condition 36 - Extended Hours) - Public Comments Invited

February 14, 2020 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed amendment to the construction hours in respect to condition 36 of the approved Fraser Grain Terminal - Grain Export Facility (PER No. 15-041-3), located in Surrey, B.C., is likely to cause significant adverse environmental effects.

To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

Fraser Grain Terminal Ltd. (the Permit Holder) proposes to carry out physical activities related to the installation of the shiploader for the construction of the Fraser Grain Terminal Grain Export Facility continuously (24 hours, 7 days a week) for approximately 30 consecutive days in the period from June 1, 2020 to August 31, 2020. The Permit Holder also proposes to carry out physical activities related to electrical works for the construction of the facility between 7:30 a.m. and 4:00 p.m. on Sundays from March 22, 2020 to September 21, 2020. These works would require an amendment to condition 36 of the approved Fraser Grain Terminal Grain Export Facility project permit (PER No. 15-041-3), which states:

36. All general construction and physical activities related to the Project shall be conducted from Monday to Saturday between the hours of 7:00 am and 8:00 pm. No construction and physical activities shall take place on Sundays or holidays. These hours shall not be modified without prior approval of VFPA. To request permission to conduct activities outside these hours, the Permit Holder must submit a written request no less than 20 days prior to the desired start date.

The scope of the amendment related to the installation of the shiploader is being requested to help minimize the impact to operations for the current tenant, Fraser Surrey Docks (FSD), and to minimize the vessel docking and anchorage times at the FSD berths. The project components associated with this request include the unloading and installation of the new Fraser Grain Terminal shiploader at FSD berths #3 and 4. Works also include the installation and completion of mechanical and electrical connections between the shiploader components.

The scope of the amendment related to the electrical works is being requested further to an earlier approval in August 2019, which allowed specific electrical works to be carried out between 7:30 AM and 4:00 PM on Sundays from August 18, 2019 to February 29, 2020. The Vancouver Fraser Port Authority understands that this was to allow electrical contractors to work with no other activities ongoing at the site, to improve safety and efficiency. The Vancouver Fraser Port Authority understands that the current request is to maintain the construction schedule for the electrical works. The project components associated with this request include the installation of cable trays and cable at grade level, and the installation of wiring and equipment in electrical rooms and buildings.

The Vancouver Fraser Port Authority understands that the works described above are not anticipated to generate significant noise.
