Gas Pipeline Installation Along Old Chelsea Road - Public Comments Invited

01/31/2019 - The National Capital Commission must determine whether the proposed Gas Pipeline Installation Along Old Chelsea Road, located on lands owned by the National Capital Commission in Chelsea, Quebec, is likely to cause significant adverse environmental effects.

To help inform this determination, the National Capital Commission is inviting comments from the public respecting that determination. It is important to note that all comments received will be considered public. For more information, individual should consult the Privacy Notice on the Registry website.

The Proposed Project

Gazifère, in collaboration with the municipality of Chelsea, is proposing the installation of a 6 inches (15,24 cm) diameter underground gas pipeline along Old Chelsea Road between the end of the existing gas pipeline (Ladyfield Road intersection) and no. 253 Old Chelsea Road in the municipality of Chelsea.  This gas pipeline will allow the connection of existing commercial and institutional buildings on both sides of the road as well as the connection of the proposed residential development north of Padden Road to Gazifère natural gas system.  At the request of the municipality, the gas pipeline will be located on the south side of the road right-of-way, as Bell public utilities are already located on the north side of the road.

As such, an underground gas pipeline length of approximately 89 meters would be located on Québec renovated lot 2 924 049 which is a federal land managed by the National Capital Commission.  On this property, the gas pipeline will be located between the existing sidewalk and aerial electric line poles.  The east section of the proposed works (around 52 meters long) would be completed using horizontal directional drilling (i.e. no surface excavation works), while the west section (around 37 meters long) would be completed using hydro-excavation to facilitate the exposure of the existing public utilities and their protection.  The proposed duration of the work is 5 to 10 working days between June 1st and August 1st, 2020.
