Westshore Terminals Berth 2 Mooring Dolphin Upgrades – Public Comments Invited

January 24, 2020 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Berth 2 Mooring Dolphin Upgrades project, located at Westshore Terminals Limited Partnership's marine terminal in Delta, BC is likely to cause significant adverse environmental effects.

To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

Westshore Terminals Limited Partnership proposes to upgrade four existing mooring dolphins (each made up of multiple steel piles) at Berth 2 at its terminal in Delta, BC. These dolphins were originally designed for vessels with a capacity of 100,000 dead weight tonnes but are now handling vessels up to 185,000 dead weight tonnes. Marine inspections on the dolphins indicate that the dolphins are approaching end-of-life and they need to be replaced.

The project will be completed during two planned terminal shutdowns that are each approximately 24 days long. If approved, this work is expected to occur in the summer of 2020. Works are proposed to occur 24 hours per day during shutdowns. Louder activities, such as pile driving, will be restricted to standard daytime working hours. Construction will be carried out by a marine contractor and will include pile removal, pile installation, and metal works for fender removal. New dolphins will be designed to have fewer but higher capacity piles. The design criteria is for berthing vessels of 185,000 dead weight tonnes that is 75% loaded.
