November 14, 2019 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed amendment to utilities works related to the approved Fraser Grain Facility project (PER No. 15-041-2), located in Vancouver, B. C. is likely to cause significant adverse environmental effects.

To help inform this determination and a decision on whether or not to approve the proposed amendment to the project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online. For more information, individuals should consult the Privacy Notice on the Registry website.

Proposed Project

Fraser Grain Terminal Ltd (the Applicant) is proposing to undertake utility works related to the Fraser Grain Terminal Project that were not originally included in the approved scope of works. The proposed amended works are as follows:

  • Existing Drainage Ditch Extension along south side of Robson Road - Remove the existing headwall, infill a portion of the existing drainage ditch, install a new manhole and install a new length of 300mm reinforced concrete pipe storm line, extending the existing line by 31m to the north.
  • Extend the existing steel casing of the Metro Vancouver 200mm sanitary Forcemain on south side of Robson Road by approx. 10m by excavating trench to a depth of approx. 2m, installing 4.16m length of pre-fabricated split casing pipe, backfilling trench with imported fill and compaction of backfill
  • Relocation and rerouting of approx. 80m of Fortis Gas 168mm Main Line by excavating to a depth of between approx. 1.5m and 2m and installing 40m of new gas main line with 324mm steel casing pipe under rail crossing and 40m of new 168mm gas main line pipe along Robson Road. Cap and abandon 60m of existing 168mmFortis Gas main line. 

Abandon and leave in situ a portion of the existing Metro Vancouver 610mm Sanitary Line (approx. 83m in length) running under the new rail crossing and along the south side of Robson Road. Work will involve infilling and capping 83m of the existing pipe.
