Subject: Change in Depth of Engagement with Five Indigenous Groups for the Lake Manitoba and Lake St. Martin Outlet Channels Project

As part of the Canadian Environmental Assessment Agency's consultation with Indigenous groups, the Agency has received additional information regarding potential impacts of the Lake Manitoba and Lake St. Martin Outlet Channels Project to Aboriginal and treaty rights. The Agency has therefore determined that a greater level of engagement than previously described in the Environmental Impact Statement (EIS) Guidelines issued on May 15, 2018 is required to understand potential impacts to Brokenhead Ojibway Nation, Sagkeeng First Nation, Black River First Nation, Poplar River First Nation, and Misipawistic Cree Nation.

For the above groups, the Agency requests that Manitoba Infrastructure carry out engagement activities and information gathering in keeping with the requirements for groups expected to be most affected by the Project as outlined in section 5 of the EIS Guidelines. Accordingly, the Agency requests that Manitoba Infrastructure strive to develop productive and constructive relationships with these groups based on on-going dialogue, to use primary data sources for information, and hold face-to-face meetings to discuss concerns.
