Environmental Assessment of the Black Point Quarry Project — Public Comment Period

Black Point Aggregates Inc., a wholly owned subsidiary of Vulcan Materials Company, is proposing the construction, operation, decommissioning, and abandonment of a granite quarry at Black Point in Guysborough County, Nova Scotia, and the construction and operation of a 200 metre-long marine terminal and load-out facility, adjacent to the quarry, in Chedabucto Bay. Construction is anticipated to commence in 2018. The quarry is expected to have a production capacity of up to 7.5 million tonnes of granite per year, over a mine life of approximately 50 years.

The proposed Black Point Quarry Project is subject to both the Canadian Environmental Assessment Act, 2012 and Nova Scotia's Environment Act, and is undergoing a cooperative environmental assessment process.

Public Comment Period

The Canadian Environmental Assessment Agency (the Agency) and Nova Scotia Environment's Environmental Assessment Branch invite the public to comment on the potential environmental effects of the project and the proposed measures to prevent or mitigate those effects as described in a summary of the proponent's Environmental Impact Statement (EIS).

The Agency accepts comments in English or in French. Any comments filed need only be submitted once to either the Agency or Nova Scotia Environment to be considered for both the provincial and federal environmental assessments. All submissions received by the Agency and Nova Scotia Environment during this comment period in relation to the Black Point Quarry Project are considered public and will become part of the project file.

Next Steps

After taking public comments into account, the Agency will consider these comments along with the information in the EIS in preparing a draft Environmental Assessment Report.

The federal environmental assessment process for this project will include a fourth and final federal public comment period on the draft Environmental Assessment Report, which sets out the Agency's conclusions and recommendations regarding the potential environmental effects of the project, proposed mitigation measures, the significance of any remaining adverse environmental effects and the follow-up program, and on the potential environmental assessment conditions. This public comment period will be advertised at a later date.
