Enbridge Pipelines Inc.- Line 3 Replacement Program 

November 18, 2016 — Environment and Climate Change Canada today published the final Review of Related Upstream Greenhouse Gas Emissions Estimates for the Enbridge Line 3 Replacement Project. The document provides an estimation of the GHG emissions released as a result of upstream production associated with the Line 3 Replacement project, and a discussion of the project's potential impact on GHG emissions.

The Line 3 project proposes to replace sections of the existing Line 3 pipeline between Hardisty, Alberta and Gretna, Manitoba. The predicted average annual capacity of the new pipeline is 760,000 barrels per day, an increase of 370,000 barrels per day as compared to current capacity. The National Energy Board (NEB) has conducted an environmental assessment of the Project. The NEB Report describes their conclusions and provides a list of recommended conditions that would apply to the project, should it be approved. 

On April 25, 2016, Environment and Climate Change Canada invited the public, Indigenous peoples, governments and other interested parties to comment and provide input on the draft upstream GHG assessment. After review and consideration of public comments the department is now publishing the final upstream GHG assessment.

The upstream GHG assessment is one of several measures the Government of Canada is taking based on the interim principles it announced to guide decision making on projects. It will be submitted to the Governor-in-Council to inform decision making on the project.
